Depending on the scope of the project, Ventura County, as well as other State or regional agencies, may require subsequent ministerial permits and additional materials before you can complete the review process and have the new use or structure use inaugurated. These requirements are detailed in the conditions of approval approved with the project by the decision-makers. The applicant must carefully read the conditions of approval and coordinate with other departments, agencies, and divisions to satisfy their specific permitting requirements.

The following list illustrates some of the various permits available from each County agency, division, and department.  This list is not meant to be exhaustive.  It should also be noted that, depending on the conditions of approval, an individual project may need only a few or a significant number of these permits, as well as others not mentioned below.

Air Pollution Control District

  • Permit to Operate

Building and Safety

  • Building Permits for new construction, additions, and alterations

Additional Requirements

In the conditions of approval, the applicant may be required to provide additional materials in order to ensure compliance with the conditions of approval and mitigation measures. The following list illustrates some of the additional materials that may be required by the County. This list is not meant to be exhaustive. It should also be noted that, depending on the conditions of approval, an individual project may need only a few or a significant number of these items, as well as others not mentioned below.

Building and Safety

  • ADA path of travel to and within commercial buildings prior to building permit issuance
  • Energy conservation design calculations and applicable compliance forms
  • Will-serve letter from the Appropriate Water District, reviewed and approved by the Public Works Agency
  • Will-serve letter from the Appropriate Sewer District
  • Green-Building Code compliance forms, and Building Commissioning for new non-residential buildings
  • MWELO (Water Conservation) compliance forms for landscaping in new construction projects
  • Flood damage preventive design for buildings located in Flood Zone areas
  • Design for minimizing fire risk for new buildings located in High Fire Hazard Areas
  • Structural engineering design that reflects the appropriate seismic risk for the site-specific project location
  • Geotechnical report and an approved graded building pad prior to receiving a building permit

Now that you have completed the review process and received all necessary permits to use inaugurate your project, you are also responsible for satisfying and complying with the conditions of approval and any mitigation measures for your project for the life of the permit.
